Additionally, the HEBCO Team may provide limited support under this contract to other DoD, non-DoD or Joint Agencies for work that is integrally related to the product areas and missions of the Warfare Centers. The scope of the HEBCO Team SeaPort-NxG contract spans all 23 functional areas within the Engineering Services and Program Management Services.

HEBCO holds a prime contract with the Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Center (NSWC), Dahlgren Division, under the SeaPort Next Generation (SeaPort-NxG) acquisition program. This indefinite-delivery/indefinite-quantity multiple award contract has a five-year base period of performance and one additional five-year award term. The Navy estimates that $5.4 Billion in services will be procured each year via the SeaPort-NxG program.

All task orders are competitively solicited, awarded and managed using the SeaPort-NxG platform. Since nearly 85% of its contract–holders are small businesses, the SeaPort-NxG approach to acquiring services provides opportunity that fuels the nation's engine of job growth.

The SeaPort-NxG program has been established as a broad and flexible means to meet multiple, changing requirements within the Navy for support services. HEBCO and its team members will provide a comprehensive range of specific services across twenty-three functional areas and seven regional geographic zones to support Navy challenges worldwide. The SeaPort-NxG contract vehicle is available to all Navy commands, the Defense Threat Reduction Agency, and the Marine Corps.

  • Comptroller Participation – SEA 01 has been included in the development of SeaPort and has committed to a three day turn around on all funding documents.
  • Dedicated Resources – SEA 02 has designated a special SeaPort branch dedicated to all of your SeaPort acquisitions.
  • Local Access – The SeaPort office is a part of NAVSEA, no need to MIPR funds or coordinate with outside Commands or agencies, such as GSA.
  • Issue Resolution – An Issue Resolution Desk has been developed to facilitate resolution of problems relating to performance, delivery of services, and other contractual issues.
