PROGRAM MANAGEMENT
HEBCO personnel bring extensive knowledge and experience in program management philosophy, policies, and procedures related to the procurement and sustainment of Department of Defense (DoD) systems, subsystems, components and equipment. HEBCO has experience with planning, programming and executing all phases of the DoD acquisition process. We have current experience in ACAT-1 Program Management support as well as Level III Program Management and Acquisition Logistics certification. Our employees have managed acquisition and execution of DoD, Foreign Military Sales (FMS) and commercial derivative aircraft programs.
We provide program management support personnel with current knowledge of the Federal Acquisition Regulations as well as DoD policy, directives, instructions, manuals, and guides. Our personnel support financial planning, budgeting, cost tracking, progress monitoring, task and resource planning, allocating, reporting, maintaining and updating documentation and quality control on major defense programs. Not only are our personnel knowledgeable in purchasing commercial items such as Non-Developmental Items (NDI), Commercial Off-The-Shelf (COTS), and Federal Aviation Administration (FAA) certified items, but we also use commercial practices such as Performance Based Business Environment (PBBE), Evolutionary Acquisition (EA), Agile Acquisition (AA), Joint Capabilities Integration and Development System (JCIDS), Concepts of Operation (CONOPS), partnering, architectural views, and Capabilities Review and Risk Assessment (CRRA).
We also offer project management services provided by one of our PMP® Certified Project Managers. The publisher of the CHAOS reports which track IT project success and failure rates says that two-thirds of CIOs it surveyed regard a PMI certification as valuable, while almost half require their project managers to get certified.
